Susan Olsen and commission staff told the Clark County Historic Preservation Commission on Jan. 8 that the commission used leftover 2024 funds to buy outreach items and that the purchases conformed to state restrictions on gifts of public funds.
Olsen said staff were "encouraged to purchase materials that had little value, because of a State law" on gifts of public funds and therefore avoided giveaway baskets. The commission purchased low‑value items such as decals, stickers, magnets and clings, along with a retractable banner showing historic properties, a table canopy, a rolling cart, an ice chest, and wheeled chairs and tables intended for tabling and outreach events.
Bart (county staff) said the purchases were designed to create a "turnkey" outreach kit that commissioners could check out for farmers markets, fairs and other events. The meeting record shows the City provided a one‑time additional $5,000 in 2024, raising the commission allotment to $10,400 for the year; Olsen noted the $10,400 must be spent by Dec. 31 each year and unused funds return to the city’s general fund.
Why it matters: commissioners plan to use the materials to increase public engagement and said they will plan outreach events early in 2025 so the remaining 2025 budget can be used effectively.
No formal budget actions were taken at the meeting; commissioners discussed outreach planning and requested that website and outreach committees coordinate event calendars and materials checkout.
