A representative of the Utah Division of Water Resources said the agency is focusing on conservation, infrastructure and resilience as the state deals with population growth, drought and a changing climate. “Water is Utah's lifeblood and essential for maintaining our quality of life,” the representative said.
The division highlighted several ongoing and planned efforts to stretch supplies and protect key resources. The agency said 63 percent of Utah residents are eligible for its landscape incentive program as of January 2025 and that funds provided by the American Rescue Plan Act (ARPA) have supported the installation of 72,000 secondary water meters so far, with an anticipated total of 162,000 meters by the end of 2026.
The presentation emphasized infrastructure investment. The division reported contracting almost $59,000,000 in board funds this year, awarding almost $22,000,000 in water infrastructure project grants and providing $50,000,000 for seismic resilience construction and studies along the Wasatch Front. The division described eight active projects under the Great Salt Lake Basin integrated plan that aim to inform ecosystem protection and water management decisions.
The division also described technical and research efforts: development of a comprehensive modeling tool for future water-management scenarios, agriculture water-optimization studies, expanded groundwater monitoring and lake-bed dust mitigation studies. The representative said the division partnered with Utah State University to study cloud-seeding effects across Utah’s climates and reported that 37 new cloud-seeding generators came online during the 2024–25 cloud-seeding season.
Education and local engagement were listed as part of the work plan. The division reported holding four “growing water smart” workshops since November 2022 and said additional workshops are planned for 2025 to help communities plan for urban growth while conserving water.
