Nevada Senate adopts standing rules, appoints session staff and committee rosters to open 80th session

The Nevada State Senate adopted a package of standing rules and session housekeeping measures and announced leadership and committee assignments as the 80th legislative session convened Feb. 3 in Carson City.
Senator Nicole Cannizzaro, majority leader, presented Senate Resolution 1, which she said “largely adopts the senate standing rules in the same form as last session with the following changes.” Cannizzaro outlined specific edits that the resolution makes to the chamber’s rules and asked senators to adopt the measure. The senate carried the motion by voice vote.
The changes described in the resolution include an amendment to Rule 2 to permit the senate to select a presiding officer when the usual chain of succession is unavailable, an update to Rule 3 to omit professional designations from public materials, an authorization for remote voting under Rule 136 reflected in Rule 32, a change to Rule 53 allowing committee minutes to become final after 60 days without a chair’s signature, and a correction to Rule 112 to add a missing reference to resolutions. Senator Cannizzaro characterized these edits as largely keeping prior practice while codifying some procedural specifics.
The chamber also adopted Senate Resolution 2, providing allowances for postage, stationery and communications during the session, and Senate Resolution 3 appointing session staff. Both were adopted by voice vote after motions from Cannizzaro.
Following the resolutions, President Pro Tempore Marilyn Dondero Loop and other leaders were confirmed in their assigned roles and the Senate read the roster of committee assignments and leadership positions. Among the leadership announced were Senator Nicole Cannizzaro as majority floor leader; Senator Marilyn Dondero Loop was named president pro tempore; Senator Titus as minority floor leader; and Senator Scheibel as chief majority whip. Committee chairs and vice chairs across Commerce and Labor, Education, Finance, Government Affairs, Growth and Infrastructure, Health and Human Services, Judiciary, Legislative Operations and Elections, Natural Resources, and Revenue and Economic Development were also named and placed in the official agenda packet.
The Senate recessed after completing organizational business and returned to consider bills and other items later in the day.
Why it matters: adoption of these standing rules and staffing arrangements sets the procedural framework the Senate will use for the next 120 days, including how members may vote remotely, how committee records become final, and who will lead and staff the chamber.
