Council approves Bryan Medical Center temporary banner permits for three campuses

The Lincoln City Council on Feb. 3 approved amendments to Bryan Medical Center—s special and use permits to allow temporary banner signs at three hospital properties during the system—s 2025 centennial celebration.
Phil Ziccardi, vice president for health services and the facilities representative for Bryan Medical Center, told the council the banners would be lit from ground-mounted landscape fixtures angled up toward the building and would not illuminate roadways or nearby residential areas. He said lighting would be low-intensity and plans call to dim or turn the lighting down at 11 p.m.
A neighborhood resident, Roy Helm of the Irvindale neighborhood, said he lives near Bryan West and expressed support for the banners, calling the hospital a "good neighbor" and praising its contributions to the community.
The council took up three separate permit items for Bryan: special permit 1020J for property at 2300 South 16th Street, special permit 121990 for property at 1535 South 52nd Street, and use permit 24008 for property at 3901 Pine Lake Road. Each item was introduced by Councilmember Carlson and approved by roll call, seven to zero.
City staff said the banners would be temporary—effectively for the 2025 centennial year—and that lighting would be limited to building-facing illumination with controls to limit night-time brightness. No council member raised a motion to deny or modify the permits at the meeting.
