A county finance presentation showed that the county ended 2024 with an aggregate ending cash balance of $105,513,915.68 and that encumbrances carried forward totaled in the low‑tens of millions. The council then voted to accept the listed encumbrances.
Treasurer Michael Baston said he needed a transfer to record recent printing expenses correctly. “Printing is a service and we should be reporting that on a 10 99,” Baston said, explaining the request to move $2,000 from an office-supplies line to a printing line so the claim could be paid and tracked correctly. Council member Vicki Kivett moved the transfer; Chip Keller seconded. The motion carried, recorded as unanimous (7–0).
County staff described two transfers within the RSAT (Residential Substance Abuse Treatment) program, which county staff said are being realigned to match Department of Corrections grant accounting. Brian Foley, who presented the RSAT request, said the change was to track expenses to the DOC grant more cleanly: “it says RSAT, but it's really the jail treatment grant,” Foley said.
The council approved moving $3,000 from RSAT into an education-supplies account (motion by Troy Sprinkle, seconded by Brian Culp) and $2,000 into an incentives/other-supplies account (motion by Brian Culp, seconded by Kim Meredith). Both motions carried unanimously.
On encumbrances, county finance staff summarized the year’s receipts and expenditures and reported encumbrances that staff asked the council to acknowledge and carry forward for payment as obligations. The council voted to approve the encumbrances; the meeting record shows the motion carried unanimously (7–0).
Council members briefly discussed that the county had earned investment interest in the General Fund and that a future resolution would propose transferring $4,000,000 into the county’s rainy-day fund. That resolution was not voted on that night.
