Vice President Stewart introduced the measure (Bill 29‑24) as a response to severe parking disruption in Downtown Silver Spring caused by Purple Line construction and Metropolitan Branch Trail work. Stewart said providers working at Progress Place and childcare employees “get there very early in the morning” and are having increasing difficulty finding parking because of construction and Metro disruptions.
