Council hears introduction of new in‑town floodplain manager, Kelly De Federicis

Fort Myers Beach — At the Feb. 3 meeting Community Development staff introduced Kelly De Federicis as the town’s contracted floodplain manager, available to meet contractors and residents in Fort Myers Beach to support post-Ian permitting and FEMA casework.
Staff described the arrangement as a partnership with the Jacobs consulting contract. The town’s prior reviewer, Carl Thomas, remains engaged remotely; Kelly will handle incoming and new project reviews in person and encourage pre-application meetings to reduce resubmittals and confusion. Kelly said she will review projects against CFR 44 (FEMA rules), the Florida Building Code and town code and will be a point of contact for contractors and residents in town during business hours and by appointment.
Staff clarified that Kelly’s role is to take new reviews and not to reverse prior project decisions already reviewed and assigned to Carl Thomas. The appointment was presented as a service improvement so residents and contractors can get more direct, local access to floodplain guidance.
