Resident urges Chandler enforcement of short-term rental rules at specific property

A Chandler resident told the City Council on Jan. 23 that a short-term rental in his neighborhood has repeatedly violated the city's short-term rental rules and other city codes, and he asked the council to enforce Chapter 22 enforcement provisions he said were not being applied.
"The property has been operating on a business license that was obtained through falsified records since July 1, 2024," said Paul Pavlich of 1313 East Hison Street, who provided the council with a list of alleged code-enforcement and law-enforcement incidents. Pavlich said code-enforcement case number 1026710308, opened Aug. 8, 2024, had been transferred among departments and remained unresolved.
Pavlich listed alleged violations he said include failure to notify neighbors prior to listing (Chapter 22-6.1), failure to obtain an operating license (22-3.5c), listing without required disclosures (22-7.1 and 22-7.2) and the three-violation rule (22-3.5e or 22-9). He also cited code-enforcement findings he described as including an unpermitted garage conversion and several calls for trespassing and noise disturbances.
Councilmembers did not take a formal vote on the complaint. Mayor Hartke asked staff to provide an update and a clear path to resolution. "Staff, I would and I'm sure council would just like an update, path to resolution for, these concerns. So share with us where we're at, share with us how this is gonna be reconciled," the mayor said.
Councilmember Orlando asked that staff outline the process and handoffs so residents understand who is responsible at each step. No formal penalty or license revocation was recorded at the meeting; the resident requested enforcement and documentation of the city's actions.
