House Agriculture panel amends bill to bar checkoff refunds during election funding, then votes do-not-pass

At a House Agriculture Committee meeting, members considered House Bill 1143, a measure addressing selection of the state beef commission and the handling of commodity "checkoff" refund requests. Representative Dobrevich moved to re-refer HB1143 to the House Appropriations Committee; the committee approved that referral by voice vote.

Representative Twite offered and won an amendment that would prohibit further refunds of the checkoff assessment while the commission uses those funds to pay the cost of a commission election. "In order to fund the election process, no further requests for refunds of the check off dollars will be honored," Representative Twite said when she offered the change. Representatives asked staff whether the amendment included a sunset; at one point an exchange in committee clarified there was no explicit sunset in the adopted amendment.

After extended debate the committee first proceeded toward a do-pass recommendation on the bill as amended, but members later moved and approved a motion for "do not pass" on the amended bill. The clerk recorded the do-not-pass motion as approved by roll call. The committee chair assigned a member to carry the bill forward for the record following the vote.
