The Waterford Township Board of Trustees voted on Jan. 27 to approve a resolution authorizing a contract with Plant Moran RealPoint to provide owner‑representation services for the voter‑approved community center project. The board approved a fixed fee of $834,000 for owner‑representation services over 36 months, with the township supervisor authorized to sign the agreement after the supervisor and township attorney finalize contract terms.
The resolution notes that Plant Moran RealPoint previously provided capital planning and feasibility consulting before the November 2024 bond election and that township staff were satisfied with that work. Plant Moran RealPoint’s owner‑representation scope, as described in the resolution, includes project planning, procurement, design‑phase and construction‑phase oversight, activation assistance and project closeout.
"We are looking forward to working with Plant Moran RealPoint given their vast expertise and knowledge in the area of community recreation centers," said Allison (staff), who spoke for township staff during the discussion. Andy Fountain, principal with Plant Moran RealPoint, addressed the board and said the firm looks forward to assisting the township on what trustees described as a transformational project.
During discussion trustees referenced preliminary fee‑based estimates for later phases of the project. One board member stated estimated construction‑phase fees or related figures during discussion but prefaced the remark with uncertainty: "those fees are gonna be a little over about 6,000,000,270, if I have those figures right," the board member said on the record.
The board also separately authorized the township to engage Baker Tilly as bond financial consultant for the community‑center bond project and approved a $12,500 payment to Baker Tilly.
Why it matters: The approved owner‑representation contract funds professional oversight that staff and trustees say is intended to help manage procurement, solicit contractors and control costs as the township moves from planning into design and construction for a community center site identified in the bond measure.
Action and next steps: The Plant Moran contract approval is subject to final contract negotiation; Plant Moran will advise on hiring an architect and construction manager and on procurement of subsequent contracts. Township staff will bring finalized contract documents to the supervisor for signature once legal and administrative terms are complete.
