Commissioners moved and seconded immediate passage of the emergency resolution and recorded unanimous ayes on the vote. The clerk read the emergency-resolution language into the record before the roll call.
City staff described the extension as temporary and tied to the completion of the stakeholder process; the resolution authorizes a pause of up to 180 days to allow the city time to finish outreach and legal review before resuming the processing of new group‑home applications.
