The Terrebonne Parish (Consolidated Government) governing body on Feb. 24, 2025, reviewed more than 50 nuisance and condemnation files and took action on each: most motions to "concur with administration" were approved, several files were closed after repairs, and multiple properties were ordered demolished or given time to complete repairs.
The meeting’s most prominent item came from the Housing Authority of Houma Terrebonne on Bayou Towers, where Brandon Dequeer, speaking for the Housing Authority of Houma Terrebonne, said the authority and its engineers and architects are preparing a demolition plan and asked for more time while parish-owned radio equipment on the tower is relocated. "We're steadily moving the boat forward to work on getting the demo plan done," Dequeer said, and added the demolition plan could be 35 to 65 days away. The council approved a six-month extension for that property to avoid repeatedly returning the item to the agenda while equipment and FEMA funding issues are resolved.
Why it matters: the hearing advances the parish’s formal nuisance-abatement schedule, either ordering owners to demolish unsafe structures or giving them deadlines and permit conditions to correct violations. Many property owners told the council they were working on repairs, had contractors or permits in process, or lacked funds — factors members cited when extending deadlines in specific cases.
Most motions were routine: staff presented inspection dates and recommendations (condemn, continue, or close) and council members moved to "concur with administration." Several speakers representing creditors, owners or contractors appeared throughout the hearing, including Courtney Alcock (ad hoc representative for multiple liens and creditors), James McDaniel of the Solser Group (consultant on the Bayou Towers item), and occupants or owners of properties who described renovation progress or hardships.
Quotes and context
- Brandon Dequeer, representing the Housing Authority of Houma Terrebonne, said the authority has started work on a demolition plan for Bayou Towers and that the plan timeline depends on coordination around equipment on the tower: "We're steadily moving the boat forward to work on getting the demo plan done and we'll contact it. And then from there, we'll get started."
- James McDaniel of the Solser Group urged coordination around communications equipment and said his team needed to understand the equipment plan before finalizing demolition sequencing: "The communication equipment is important. We need to understand what that plan is, in order for us to completely full do our plan."
How the council acted
- The council frequently approved staff recommendations by motion and vote, with many motions recorded as unanimous (8–0) or otherwise passed. Where owners showed proof of repairs or permits, staff recommended closing files; where repairs were partial, the council commonly granted continuances to the April condemnation hearing or specific deadlines (often Feb. 28, 2025, or April 28–29, 2025), with clear instructions to obtain permits and schedule inspections.
- On several commercial structures, staff noted the need for an engineer’s report to assess whether the building can be rehabilitated; those items were continued to allow time for that assessment.
Votes at a glance (selected items; full list of actions follows)
- 7491 Park Avenue: Continued/extended (request from Housing Authority). Motion passed; council extended the matter six months while equipment relocation and FEMA coordination continue.
- 213 Oak Street: Condemned; owner ordered to demolish or remove structure by Feb. 28, 2025 (per staff recommendation; owner described ongoing painting/repairs; council granted time consistent with permit and inspections).
- 7166 Park Avenue: Condemned with order to demolish or remove by Feb. 28, 2025 unless repairs meeting permit inspections are completed; owner told to contact the office when work is finished for reinspection.
- 7347 Park Avenue (commercial): Continued to the next hearing pending permit or engineering report; owner given 7 business days to apply for a renovation permit as a condition of continuance in one case.
- Multiple files (items throughout the agenda) were closed after staff verification of completed repairs (examples noted in the record).

What happens next
Where owners were given continuances, the record records either a target date (Feb. 28, 2025; Apr. 28–29, 2025) or direction to pull permits and schedule inspections. Where staff recommended condemnation and the council ordered demolition, owners were reminded they may perform the demolition themselves before the deadline; otherwise the parish may remove the structure and later recover costs (possible lien) if the invoice goes unpaid.
Ending
The hearing ran through the published agenda and concluded after the council acted on the remaining items. Several property owners and community volunteers asked for help and were reminded by staff to maintain contact with Nuisance and Abatement staff and to apply for permits where needed. The council repeatedly instructed owners to contact the office to schedule inspections after repairs were completed.
