The Apopka Development Review Committee on Jan. 29 reviewed the OnDeck South major development plan, a proposal for 326 rear‑loaded townhomes and detached single‑family residences on 54.85 acres at the southwest corner of Andich and Effie Drive.
Jean Sanchez, project manager, told the committee the site is within the Kelly Park interchange form‑based code in the transition and neighborhood overlay districts and that staff had several technical and housekeeping comments from multiple departments. "If you recall, this is within our Kelly Park interchange form based code under transition and neighborhood overlay districts," Sanchez said.
The committee and applicant discussed several technical items staff flagged. Fire staff asked the applicant to provide GPS coordinates for every hydrant prior to final approval; Fire Department representative Jeremy Holderfield said, "prior to you guys getting approval of your site, when I get my hydrants and my cleared and all that stuff, I'm gonna need GPS coordinates for each hydrants," and indicated he preferred receiving those as part of water‑clearance documentation.
Staff noted a design correction to an auto‑turn dimension (previously listed as 47.1 feet and corrected to 47.65 feet), and planning staff asked that a north–south segment of an on‑site trail be widened from 8 feet to 10 feet so it consistently connects to the adjacent Crossroads development, which has a 10‑foot trail.
Lighting and alley design were discussed but not decided. Staff said the development standards require street lighting in alleyways and that each home would face a named street and use an alley for rear access. Committee members and staff debated whether homeowner‑controlled building lighting could be switched off and whether that would undermine alley illumination; the issue will be addressed through final design and utility coordination.
The applicant reported coordination with Duke Energy on pole design, including the possibility of an extension arm to push luminaires away from alleys so emergency and refuse vehicles have better clearance. The applicant also said turn lanes for the intersections at Effie and OnDeck are shown on plans and will be submitted to Orange County for review. "We're submitting those to Orange County," the applicant said; staff noted county jurisdiction questions had been clarified and that the team will prepare submittals to the county.
The applicant intends to dedicate a 20‑foot right of way along Effie to accommodate a future sidewalk; most immediate roadway improvements will fit within the existing right of way but the dedication supports long‑term expansion.
No formal vote or city decision occurred; the meeting record shows only departmental comments and coordination items. Staff said written comments will be provided to the applicant for revision and resubmittal.
Next steps: the applicant will address DRC comments (trail width, corrected auto‑turn data, hydrant GPS delivery, lighting/utility coordination and county turn‑lane submittal) and return revised plans; Orange County review is expected for the turn‑lane proposals.
