Health, Education and Housing Facilities Board members heard a preliminary inducement request for up to $48,000,000 in multifamily housing revenue bonds to finance a proposed Hamilton South new‑construction project at 7610 Stanford Grama Road but voted to defer action until the March 17 board meeting.
Bond counsel described the proposal as a new construction, tax‑credit transaction involving a Faircloth‑to‑RAD conversion and partnership with the Chattanooga Housing Authority. The developer had requested authorization to move quickly into a THDA application for a likely round 2 window, but board members said they needed additional information about unit mix, voucher availability and project structure before committing to a maximum bond amount.
Betsy Scribe, executive director of the Chattanooga Housing Authority, told the board the authority is negotiating voucher awards with HUD and, as of the prior week, had been placed under a moratorium on issuing new vouchers through about mid‑March. Scribe said the housing authority has not yet awarded Faircloth‑to‑RAD vouchers for this project and that HUD’s funding decisions are in flux.
Developer counsel indicated the $48,000,000 request was based on an estimated 198–200 units. Board members expressed concern about creating large, concentrated low‑income developments and asked the housing authority to pursue a mixed‑income approach as part of any voucher award. Given the outstanding questions, the board voted to defer consideration to March 17 to allow the developer and the housing authority to provide specific unit counts, financing structure and confirmation of voucher availability.
