Staff updated the Jackson City Budget Committee on progress toward fully converting financial and utility systems into Tyler Munis, scheduled trainings, and steps to consolidate ticketing systems; a new purchasing card (P‑card) policy is nearly complete and will go to legal and HR for review.
City staff told the Jackson City Budget Committee they have scheduled trainings and a phased conversion plan for the Tyler Munis financial system and that the city aims to finish key modules — including utility billing and property tax — by October.
Staff said they have arranged two training rounds from Tyler for the budgeting module, first for finance and administrative staff and later for department heads, and that those sessions run into May because of the volume of material to convert. “If we do this in this module, it will eliminate those things because we’ll see those errors immediately,” Finance staff said, referring to prior translation errors and carryovers caused by the budget conversion.
Staff also reported the city is scheduling conversion and training for the H and S utility billing system and expects the Tyler ticketing module to be populated with historical tickets over time as the other systems are retired. Separately, staff said a new P‑card (purchasing card) policy is nearly complete; the policy team has met multiple times and plans to send the draft to legal and human resources for review before it may go to the policy committee for citywide adoption.
Zach and other purchasing-team staff were credited for drafting the card policy and for participating in the review sessions. Staff said the ticketing consolidation should reduce recurring subscription costs over time but warned the conversion will require effort to import legacy tickets and configure workflows.
No formal votes were taken on the Munis schedule or the P‑card policy; staff requested the committee note progress and allowed staff to proceed with scheduling and legal review.
