Atoka pipeline construction proceeds on multiple segments; several sections to finish in 2025–2028

The Trust received an update Jan. 28 on the Atoka pipeline project, a roughly 100-mile water-transmission system that staff said is under active construction on multiple segments.
Larry Harrow reported that about two-thirds of the pipeline is bid and under construction, and that two of three new pump stations are under construction. He provided segment-level status and target dates: one segment (WC0871, by Oscar Renda) is installing cathodic protection and near completion with expected finish in October 2025; WCU A72 (contractor McKee Utilities) has preconstruction completed and is targeted for June 2028; segment 873 (Stonewall to Ada) is 100% pipe-installed and expected complete in April 2025; segment 874 through Ada is 100% installed with hydrotesting and site restoration nearly complete and a final walk-through expected mid-February 2025. Other segments, including the river-to-Oconomowah reach, are under clearing and expect completion in July 2027, and Konawa pump station preconstruction was imminent with expected completion March 2028.
Harrow said one of the remaining tasks is to bid the tail end of the pipeline (from mid-Macomb to Draper), the third pump station at Stonewall, and interim storage facilities at Colgate, Ada and Macomb; if schedules hold he said the system could be completed and operational by late 2028 or early 2029.
Trustees did not take formal action on the update; it was presented for information.
