South Canadian wastewater improvements 59% complete; start-up work planned for May

Trust staff provided a quarterly update on the South Canadian wastewater improvements project on Jan. 28, reporting the project is about 59% complete by both billing and elapsed time and that structural concrete work is nearly finished.
The presenter, Joy Cody, said primary electrical work is complete, generators are set, clarifiers and the filter complex are undergoing water testing, and HVAC and piping work continue in the administration and disinfection buildings. She described the distinction between substantial or phase 1 completion (delivery of core infrastructure and treatment systems) and final contract completion (demolition of existing structures and punch-list items) and said start-up activities are planned to begin in May, with target substantial completion in February 2026 and final completion in 2027.
Cody noted some areas require additional work discovered during leak testing—such as crack injection on aeration basins and continued water testing of clarifiers—and said commissioning and functional testing will be important during start-up because of the detailed electrical and instrumentation work required. Staff said rooftop and ancillary pump-station work will continue and that Crossland Heavy Contractors provided drone footage of progress.
Trustees asked about the timeline and staff reiterated that the startup process requires the remaining contract work to ensure equipment and controls meet operational specifications. No formal action was taken on the update; it was provided for information and quarterly oversight.
