Norwalk facilities staff say HVAC grant projects are on track after state extends deadline to 2026

Norwalk School District staff told the Board of Education Facilities Committee on Jan. 29 that design work on the district—s HVAC grant projects is progressing and that the state granted an extension moving the grant completion deadline from December 2025 to December 2026.
The update came from Jim Giuliano, who said design firms are finishing documents for five of six schools and that Brookside Elementary is out to contractor bid with responses due this week. Giuliano said the district issued a request for qualifications for construction management, received two respondents and then invited proposals; those proposals arrived the day of the committee meeting and will be evaluated the next morning with purchasing staff.
Giuliano said the construction manager selection will be recommended to the Land Use Committee Wednesday, and once a construction manager is onboard the schedule and phasing will be finalized. He said the district emphasized that two boiler replacements—at Rowayton and Silvermine—must start and finish during the coming summer, and that rooftop unit replacements for Brookside were an identified summer priority with an alternate price requested in case equipment deliveries are delayed.
Giuliano told the committee that second-shift work during the school year is probable because the overall program timeline remains tight even with the extension. He noted the district expects second-shift labor to carry a shift differential rather than time-and-a-half and said the budget was developed with some of those contingencies in mind; he added the district is "not anticipating an impact to the budget" but will continue to monitor bids and buyouts as they come in.
The project team said two experienced construction-management firms that have completed similar state HVAC grant work have responded; one is working on four schools in Fairfield and the other on schools in Berlin. Giuliano said the committee will receive further schedule and budget detail after contractor selection and the first round of buyouts.
The district will continue reporting to the Facilities Committee as the projects progress.
