The town solicited separate line-item bids for several facilities so council could prioritize work if the full set exceeded budget. ROTH Services Corporation submitted a responsive bid totaling $282,290.03 for all requested facilities; the pool bathrooms alone were quoted at $160,163.35. The town's latest ARPA allocation for the restroom projects was $151,529.59, producing a shortfall of about $8,633.76 for the pool alone and a larger $130,760.44 deficit to renovate all locations.
Council discussed scope (emphasizing ADA compliance and structural work versus fixture selection), priority (several members recommended starting with the pool and then Off-House Park), and timing. Members asked staff to check whether the pool renovations could be completed before pool season and whether temporary restroom facilities could be used during construction. Staff said they would communicate deadlines to the contractor and attempt to meet a May turnaround for pool opening; temporary facilities were acknowledged as an option if necessary.
Council reached consensus to proceed with a resolution for the pool bathrooms only and to defer other restroom projects pending budget availability or future reallocation of ARPA surpluses. Staff will bring a resolution for council consideration at the next regular session and will develop a contractor schedule and timeline for completion by pool season if feasible.
