During the meeting, the city manager and staff said the appraisal figure limits what they could discuss publicly while negotiations are ongoing, but noted the appraisal result of $3,440,000. The appraisal was presented after the council directed staff to negotiate; staff said they will continue negotiations and return to the council with proposals.
Community Development Director Mr. Castillo reported a strong fourth quarter: developers and landowners added $11,400,000 in value in Q4 alone. The department listed its three largest commercial projects in the quarter as a Denso office remodel ($2,400,000), Big Lots shopping center construction ($1,800,000) and a Star Regional addition (about $809,900). For the full fiscal year the office recorded $35,500,000 in added value, including 21 new housing starts worth $7,700,000.
Mr. Castillo said detailed quarterly building reports are posted on the Community Development web pages and staff will respond to inquiries about specific permits. Council members asked follow-up questions about individual sites and were directed to the online quarterly reports for permit‑level detail.
Staff said future action on the downtown building would follow procurement, negotiation and council review of any purchase or lease terms.
