The New Haven Board of Education voted to amend and adopt revisions to purchasing policy 3323, increasing the threshold at which the superintendent must seek board approval from $20,000 to $50,000.
Board President Yarbrough and several board members framed the change as an update to reflect 2025 purchasing realities while preserving oversight. "I would just suggest that instead of moving it to $25,000, we move it to $50,000," Mayor Elicker said, arguing the amount balances oversight with operational flexibility.
Supporters said the policy includes stronger procurement appendices and evaluation requirements for professional services. "By including the glossary and some restrictions around professional services contractors, I think that we created a policy where people that we hire have to show evidence that they're having an impact," Doctor Joiner said, noting the appendix requires evidence of impact on academic performance, attendance or student social conduct.
The board also discussed procedures for change orders and cover memos, and several members thanked staff and outside counsel for drafting the rewrite. After an amendment to set the threshold to $50,000 passed, the board approved the amended policy by roll-call vote.
The board asked staff to monitor implementation and to present the procurement appendix's impact in future Finance & Operations meetings.
