Council deadlocks on library board appointments after competing nominations

The Athens City Council was unable to appoint a member to the county library board on Tuesday after split votes over competing nominees.

The council first considered Jacob Burnett for a library board seat; that motion failed after a roll call vote (John Dugan yes; Council member Pelley no; Vice Mayor Curtis no; Mayor Mary Eaton abstained). A later motion to appoint Amy Sullins likewise failed on a split vote (Dugan no; Pelley yes; Vice Mayor Curtis yes; Mayor Mary Eaton abstained), leaving the seat unfilled.

Public commenters pressed for the council to pick Sullins. Charlie Sen outlined Sullins’ local service and education background, citing her work with area libraries, the Athens City School Board and local nonprofits. Supporters said Sullins’ prior board experience and community ties made her the stronger candidate. Council members who opposed her appointment said the council should broaden citizen participation and consider applicants who had not previously served on boards.

Council members debated the value of specific professional resumes versus bringing new perspectives to boards. Council member John Dugan argued for diversity of backgrounds on governing bodies, while others emphasized prior experience. The council did not take additional action to fill the vacancy; members noted the board meets on a regular schedule and the seat will remain open until a future meeting where the matter can be revisited.

The library appointment proceedings occupied a substantial portion of the meeting and featured several rounds of public comment and council discussion. No appointment was finalized by the end of the session.
