The Moorhead Area Public Schools board voted Jan. 27 to approve a one‑time early retirement incentive for teachers in the 2024–25 school year intended to support reductions through attrition and to help employees planning to retire.
Human-resources staff presented three eligibility tiers: Level 1 — $25,000 one‑time payment into a 403(b) special pay plan for staff age 55 or older with 10 years of service as of May 31, 2025; Level 2 — $15,000 one‑time payment for members eligible under the district’s existing retiree-insurance benefit (the existing benefit provides a monthly amount until age 65); and Level 3 — $10,000 one‑time payment into a 403(b) special pay plan for staff age 60 or older with five years of service. Staff said payments would be prorated for part‑time employees.
To qualify for the incentive, notice of intent to retire must be submitted in writing to the human resources department by March 1, 2025; employees must retire no later than June 30, 2025 and must have been actively employed for the entirety of the 2024–25 school year. Staff said an information session attended by about 10 people had been held and that additional potentially eligible employees existed.
Board members asked whether years of service must be with Moorhead; staff clarified eligibility uses Moorhead Area Public Schools service only. The board also asked whether retirees could return to work; staff said the incentive sunsets June 30, 2025, and rehiring would require a new agreement and consideration of tax/403(b) consequences if an individual returns to work soon after leaving.
The motion to approve the early retirement incentive was moved and seconded during the meeting and carried by voice vote.
