Owasso approves $665,900 design agreement for East 106th Street North corridor

The Owasso City Council authorized an engineering design agreement with Kimberly Horn and Associates Inc. of Tulsa for design services on the East 106th Street North corridor — described in staff materials as North 129th East Avenue to North 145th East Avenue — at a negotiated lump-sum fee of $665,900, with funding available in the transportation tax fund.

Staff presented the project as a higher‑scale corridor widening driven by rapid development along the route. The council record notes the project will likely be a five‑lane section through much of the corridor because intersections at each end are already five lanes; design will also handle transitions to service roads, add a right‑turn lane at a signal to serve Tulsa Technology and other local movements, and require coordination with ODOT and the Federal Highway Administration because of nearby US‑169 interchange constraints. Staff said bridge slope-wall modifications may require coordination, and that any such bridge-related work would likely be paid by the city if earlier, larger interchange projects are scheduled later by other agencies.

The motion to approve the agreement passed on the record. Staff advised the council that some right-of-way acquisitions are anticipated and that the design schedule is similar to other transportation-tax projects (roughly nine to 12 months for substantial design milestones), followed by ROW and utility relocation work.
