Staff noted traffic counts approaching 10,000 vehicles per day on 96th Street North and housing growth at the northeast corner of the corridor as drivers for the widening. The firm will perform a conceptual study to confirm whether a three‑lane cross section remains appropriate or whether a fourth lane is warranted; staff will design signal timing as needed and coordinate right-of-way and utility work. Funding for the agreement is available in the transportation tax fund.
A councilor asked about substantial completion timing in the contract schedule; staff replied design will likely take nine months to a year to substantial completion and that right-of-way work could take six months to a year in some cases. The council approved the agreement on the record.
