Owasso approves $379,197 design agreement for East 86th Street widening

The Owasso City Council authorized the city to execute an engineering design services agreement with Hudson Prince Engineering and Inspection PLLC for conceptual and detailed design of the East 86th Street North widening between North Main Street and North Garnett Road, at a negotiated lump-sum fee of $379,197.

Public Works staff member Dwayne Henderson presented the project background, saying the corridor was rebuilt to four lanes around 2000 but now experiences higher traffic volumes and routine congestion. Staff applied in March 2023 for a Surface Transportation Block Grant (STP) administered through NCOG and received notice of funding. The engineering work will include a conceptual study to determine whether to widen one side or split widening between both sides, pavement design (asphalt and an alternate concrete design), utility relocation coordination, and traffic-signal timing and pole upgrades. Henderson said the engineering agreement includes design support through bidding and construction assistance. Funding for the engineering fee is available in the city’s capital improvement fund.

Council members asked about project complexity, environmental review, expected total project cost and signal-pole aesthetics. Henderson said the estimate for total project construction cost is about $5.4 million; staff will run both asphalt and concrete design alternatives because of material cost volatility, and ODOT/Federal Highway Administration will review environmental and noise issues as part of the federally funded process.
