Owasso Planning Commission approves Presley Hollow Phase 2 plats with traffic-calming condition

The Owasso Planning Commission on Jan. 13 unanimously approved a combined preliminary and final plat for Presley Hollow Phase 2, a proposed 39.56-acre residential subdivision that would create 140 single-family lots, subject to technical review comments and a requirement for traffic calming on a long north-south street within the development.
Staff presented the plat as a combined preliminary and final submission. The property is currently zoned RS-3 under Planned Unit Development (PUD) 16-4 and is identified for residential uses in the Grow Owasso 2035 land-use master plan. Staff said the plat proposes 140 lots across five blocks, for a density of about 3.61 dwelling units per acre, and that all lots meet the bulk and area requirements of the RS-3 zone and the PUD. The site was annexed into the city in May 2016 under ordinance 1077, staff said.
The plat shows three access points: one connecting to the existing Presley Hollow Phase 1, a second connecting to the adjacent county subdivision to the east, and a future connection intended for a potential Phase 3. Staff noted perimeter and interior utility easements and said stormwater detention will rely primarily on existing ponds built during Phase 1. Water service was identified as Rogers County Rural Water District No. 3 and sanitary sewer service as the City of Owasso.
Commissioners questioned circulation and safety along a long north-south street in the plat. One commissioner asked for “some type of traffic calming,” citing the length of that run and suggesting options such as speed cushions, roundabouts or a three-way stop. The planning staff said the fire marshal had reviewed the access as depicted and was comfortable with it. The commission voted to approve both the preliminary plat and the final plat subject to the technical comments included in the agenda packet and the added traffic-calming condition.
Votes recorded for both preliminary and final plat approvals were: Commissioner Smith — yes; Commissioner Lewis — yes; Dr. Balthrop — yes; Commissioner Vines — yes; Commissioner Cook — yes; Commissioner Bolton — yes. The motions were made and seconded on the dais, and staff recorded the votes as unanimous approvals.
The approvals require separate final actions for preliminary and final plats, and staff indicated the usual technical review items from TAC remain to be addressed before recording. The commission also noted that future Phase 3 access is shown on the plat but will depend on a separate platting action should the developer pursue it.
