Planning commission backs Robson Industrial Park final plat; council to consider Jan. 21

City planning staff presented the final plat for Robson Industrial Park Phase 1, a 23.37-acre property east of the southeast corner of East 76th Street North and North Mingo Road, and the Planning Commission voted 5-0 to recommend approval to the city council.

Why it matters: The property is zoned Industrial Light (IL) and is identified in Grow Owasso 2035 for industrial and regional employment uses; approval of the final plat would clear a major procedural step toward development on nine proposed lots.

Details: Planning staff member Wendy Kramer told the Jan. 14 joint meeting that the parcel was annexed into the city in two stages (Ordinance 252 in 1979 and Ordinance 748 in 2003) and that the preliminary plat was approved by the Planning Commission in October 2024. "This plot is proposing 9 lots on 4 blocks, and those proposed lots meet the bulk area requirements in the Owasso zoning code for IL zone properties," Kramer said.

The plat shows two points of access from East 76th Street North; Kramer noted the right-hand access is primarily a secondary fire access through an existing facility on the middle lot. The plat includes one reserve area that will encompass the private streets and private stormwater infrastructure; perimeter and interior utility easements are shown to permit utility access. City of Owasso will provide both water and sewer service to the development, according to staff.

At its regular meeting the night before, the Planning Commission voted 5-0 to recommend approval. Staff reported no public comments had been received and no citizens attended the commission meeting. Kramer said the final plat will be presented to the City Council for consideration at the Jan. 21 meeting.

Next steps: The council will consider the final plat Jan. 21; Planning Commission recommendation supports approval, but final approval rests with the council.
