Germantown approves consent agenda, two temporary beer permits and proclaims National Law Enforcement Appreciation Day

The Germantown Board of Mayor and Aldermen on Monday approved the consent agenda, granted two temporary beer permits for Carnival coronation events and issued a proclamation naming Jan. 9, 2025, National Law Enforcement Appreciation Day.

Clerk Betty reported two separate temporary beer sales permit applications for on-premise consumption at the Great Hall and Conference Center, 1900 South Germantown Road. The first application — submitted for an event on Saturday, Jan. 25, 2025, from 6 p.m. to 11:30 p.m. — was presented as benefiting Carnival Memphis children’s charities. Clerk Betty said the applicant had supplied IRS paperwork and that Tennessee had already issued a liquor permit confirming nonprofit/charitable status. After a public-hearing opportunity with no speakers, Alderman Sanders moved to approve the permit; Vice Mayor Gibson seconded and the permit carried on a roll call with all voting members present recorded as yes.

The second temporary permit application was for a Jan. 31, 2025 event from 5 p.m. to midnight, likewise at the Great Hall and Conference Center and listed as benefiting children’s charities. Clerk Betty said the applicant submitted IRS documentation and indicated use of Tennessee-licensed servers; after another public-hearing opportunity with no speakers, the board approved the application on a roll call vote.

The board also approved the consent agenda without separate presentation. Items listed on the consent agenda included: - Agreement Amendment No. 2 for legal services (city attorney work) - Appointment of Angela Griffith to the Historic Commission - Appointment of Joe Skelly as chair of the Natural Resources Commission - Appointment of Michelle Morgan to the Neighborhood Preservation Commission - Contract for Wolf River Boulevard / Houston High traffic signal (and related amendment) - Development contract No. 1253 for Chipotle Mexican Grill at 2110 West Street - Donations to the Germantown Education Commission ($1,500 from Steve Chandler for Battle of the Brains) - Contract for Cameron Brown Park and Bob Haley Athletic Complex - On-call engineering services contract for stormwater - Purchase of a Canon wide-format plotter - Recognition of criminal forfeiture funds from the police department

During consent-agenda discussion Alderman Hicks requested more detail about the Houston High School intersection project; Assistant Administrator and staff noted the project is funded through the Transportation Improvement Program (TIP) and that the construction schedule must coordinate school traffic and consider long lead times for signal materials.

Alderman Sanders presented a proclamation recognizing Jan. 9, 2025, as National Law Enforcement Appreciation Day; the board read the proclamation into the record and thanked Chief Fisher and department personnel.

The beer board portion of the meeting convened in recess; staff confirmed certified, state-licensed servers and nonprofit status documentation was provided for both events and no members of the public spoke during the public-hearing periods. Permits will be issued to the applicants by clerk’s office per standard process.

The meeting then reconvened as the Board of Mayor and Aldermen and proceeded to the regular agenda.
