Committee approves infrastructure resiliency methodology; receives update on signal synchronization project with TDOT

The Public Works Committee voted to approve the draft methodology for the 2025 Infrastructure Resiliency Plan and to forward the draft to the board. Committee members described the plan as proactive and said portions of the work are already funded and under way.
Staff explained the plan grew out of the capital transportation improvement planning process. The intention is to use the methodology to prioritize projects and request budget approvals in FY26 for higher-priority items. Pavement management and crack-sealing programs were discussed as maintenance items that extend roadway life; staff said those programs are part of the plan at a high level and that field surveys will identify patching and crack-seal needs after winter.
Committee members raised a neighborhood-safety request tied to an upcoming Walton Ferry/Old Shackle realignment project (scheduled to begin in early February). Members asked staff to consider striping and traffic-calming measures on alternate cut-through routes (Harbor, Cumberland Shores, Luna Lane, Hickory Heights, Gaytone and others) so that neighborhoods rerouted around construction maintain safe operations. Staff said they would make a note and include the request under other business and project planning.
On signal synchronization, staff reported ongoing coordination with the Tennessee Department of Transportation (TDOT). The project has multiple submission steps: plans, bid proposal and cost estimate; the plans and the disadvantaged-business enterprise component (DBE/DBE goal) have been approved, while other items remain under review. Staff said they submitted the Construction Engineering and Inspection (CEI) advertisement for approval and expect to have CEI under contract before the project goes to bid. Committee members discussed TDOT staffing and a state-level reorganization intended to accelerate local-program project review; staff said TDOT has reassigned leadership (Steve Allen) and is hiring engineers into local programs to shorten review timelines.
Committee members offered to meet with TDOT leadership to help expedite the Walton Ferry realignment and related projects; staff said such coordination would be helpful once the CEI and construction steps were further along. The committee voted to approve the draft infrastructure resiliency methodology and forward it to the board.
