Committee approves use of flashing yellow arrows on city traffic signals under MUTCD guidance

The Public Works Committee voted unanimously to approve Resolution 202503, authorizing use of flashing yellow arrows on city traffic signals where permitted by engineering studies and the Manual on Uniform Traffic Control Devices (MUTCD).
Traffic engineer Chris Smith explained that flashing yellow arrows give more flexibility in left-turn phasing, reduce the so-called "yellow trap" risk associated with older five-section heads and can improve traffic flow by allowing permissive left turns when safe. He said flashing yellow arrows also allow timing strategies such as lead-lag left-turn phasing and time-of-day protection adjustments at locations with higher crash rates.
Staff said signs and a press release will accompany installations to inform drivers of the meaning of the indication. Committee members asked whether the city currently has signal equipment capable of the change; staff noted that the resolution approves use but does not appropriate funds. Implementation will follow engineering studies and, where additional equipment or maintenance is required, staff may request project funds in the FY26 budget.
Several members emphasized that the flashing yellow arrows cannot be implemented at every intersection and that each candidate location will be evaluated for safety and MUTCD compliance. The committee agreed to add Alderman Oliver Roberson as a sponsor along with Mayor Claring.
