Spring Hill BOMA adopts amended FY24–25 budget after emergency repair additions

The Board of Mayor and Aldermen of Spring Hill voted unanimously to approve second and final reading of Ordinance 25-01, the second amendment to the fiscal year 2024–25 budget, after adopting an on-the-floor amendment adding several emergency repair and transfer entries.
The amendment added specific General Ledger transfers for emergency repairs and items staff identified as needing coverage before finalizing the budget. Alderman Fitter moved the amendment and Alderman Linville seconded. The amendment and the ordinance each passed 7–0.
Alderman Fitter introduced the amendment on the floor, saying, “I have an amendment that staff has asked me to make, for a couple of items they need worked in here for second reading.” Fitter then read a list of GL codes and dollar amounts that staff had requested be added to the ordinance. Staff members described the items during the discussion: Tyler (staff member) said the $250,000 item was an initial estimate for current library floor repairs; Jessica (staff member) identified other items; and a staff finance representative, Rebecca (city finance staff), confirmed funds were available. Rebecca told the board, “Yes. We do. Since the majority of it is coming out of the water and sewer fund, that is fine, and then we do have the 250,000 in the general fund for those repairs.”
The amendment as read included the following GL-code amounts as spoken on the record: GL code 4105240559125 — $68,000; GL code 4105210052691 — $250,000; GL code 5204180034617 — $250,000; GL code 5204180052691 — $250,000; GL code 1104480057508 — $250,000. The board discussed those line items and staff confirmed the funds were available, primarily from the water and sewer fund and a general-fund allotment for the library repair. The amendment was put to a roll call vote and carried unanimously, and the ordinance as amended then passed on second and final reading, 7–0.
The ordinance as adopted therefore incorporates the amendment directed at covering emergency repairs (library floor work and city hall water storage tank repairs), an outstanding invoice for inflow-and-infiltration rain gauges, and related transfers identified by staff. The board did not schedule further public hearings on this ordinance and treated the amendment and final passage as a single action taken during the meeting.
The board recorded no separate motions to suspend rules or to withhold second reading; the sequence on the record was amendment, vote on the amendment (7–0), then vote on the ordinance as amended (7–0).
