Committee moves bill to reduce duplicative state regulations on hospitals, nursing homes

Senator Blaylock told the Senate Health and Welfare Committee on Oct. 12, 2025, that RS 31828C1 aims to reduce what he described as unnecessary regulatory burdens on Idaho hospitals, nursing facilities and intermediate care providers by eliminating state requirements that duplicate federal Centers for Medicare & Medicaid Services standards.
Blaylock said the RS repeals 19 sections of Idaho code, eliminates 123 pages of agency rules and streamlines licensing processes and standards. "The remaining pages in that RS are minor adjustments to terminology for consistency across the Idaho code," he said, and added that the Department of Health and Welfare and impacted entities support the proposal to cut redundant rules and "provide relief to our healthcare industry."
Senator Harris moved to introduce RS 31828C1 and send it to print; Senator Wintrow seconded. The motion carried on a voice vote.
