Council members reviewed documentation and bids for a stormwater culvert repair on Magnolia Drive that failed in the yard of a resident (identified in the packet as Kevin Schultz).
The presiding official summarized the two bids in the packet and the proposed funding approach. One company’s base cost was listed as $99,886; after adding connecting gaskets, headwalls and use of existing pipe material the total project cost in the packet was $128,088. A second bid in the packet listed a higher base figure of about $106,700.
The presiding official said the council previously discussed treating the repair as an emergency but was advised by counsel that repeatedly classifying an item as an emergency can be problematic. The presiding official said the matter has been routed through counsel and that the city will place the item on the next meeting for a vote; she said, “we will need to vote on it at the next meeting.”
The packet indicates the work is being coordinated through Aaron Wadley; the presiding official said a bond and a contingency (noted in the packet as 15 percent) will be part of the procurement. Council members asked whether the affected property owner needs to sign off; staff replied that the existing easement/aid (described in the meeting as an easement) covers the work and that owner sign-off is not required.
No formal vote was taken at this work session. The council directed staff to bring formal documentation and a finalized bid package to the next meeting for approval.
