Lorenzo said the ZBR review found several initial 2016 requirements out of date or outside the board’s practice. Changes included making the complaint process easier for complainants (staff will identify the applicable section of Idaho code rather than require complainants to do so), deleting provisions where the board had not exercised oversight of the adequacy of facility owners’ technology and services, and removing redundant reporting language. The division held multiple negotiated rule‑making meetings and public hearings across the state with utilities, municipalities and locate companies.
Senator Lakey moved to approve docket 24‑3990‑2401; the motion was seconded and carried by voice vote. The transcript records no roll‑call tally.
