Senate committee reports: referrals, gubernatorial appointments and bill introductions on Jan. 31

BOISE — During its Jan. 31 session the Idaho Senate recorded committee reports and first‑reading introductions that moved a range of measures and gubernatorial appointments into committee consideration.
The Senate secretary read Senate Resolutions 102 and 103, which state that temporary and pending rules of the Idaho State Tax Commission and rules of the Idaho Transportation Department and Idaho State Tax Commission have been reviewed and approved by the referring committees; those resolutions were referred to the Judiciary and Rules Committee for printing.
Committee reports assigned several Senate bills to committee. The Judiciary and Rules Committee certified that Senate bills 1040–1044 were correctly printed and referred them to the Resource and Environment, Judiciary and Rules, and Education committees as appropriate. The Transportation Committee reported House Bill 13 with the recommendation it be referred to the 14th order for possible amendment. The Transportation Committee also reported that the gubernatorial appointment of Robert Bloom (aeronautics advisory board) was recommended for confirmation; that appointment and several others were referred to the 10th order and held for one legislative day.
The Local Government and Taxation Committee reported favorably on gubernatorial appointments Kenneth Noon and Lee Heinrich to the Board of Tax Appeals and recommended confirmation; those appointments were held for one legislative day. The State Affairs Committee reported favorably on Joseph Forney for the Idaho Endowment Fund Investment Board; that appointment was likewise held for one legislative day. Messages from the governor announced reappointments and new appointees; the transcript includes a message from Gov. Brad Little notifying the Senate of reappointments for the Commission for the Blind and Visually Impaired and for an offender management board, which were referred to the Health and Welfare and Judiciary and Rules committees respectively.
On first reading the Senate introduced several bills. The Education Committee presented Senate bills 1045 and 1046 (relating to district trustees' authority and to human growth and development instruction in public schools). The State Affairs Committee presented Senate bills 1047 and 1048; the latter was described on first reading as a measure addressing diversity, equity, and inclusion offices and officers at higher‑education institutions, including prohibitions on certain trainings, reporting requirements, and enforcement provisions. Senate bills 1045–1048 were referred to the Judiciary and Rules Committee for printing. House Bill 8, passed by the House, was referred to the Senate State Affairs Committee.
The Health and Welfare Committee reported that Senate bills 1014, 1015 and 1024 had been correctly printed and recommended they do pass; those measures were scheduled for the second reading calendar (12th order).
