Idaho Senate reads new bills and refers measures to committees; several judicial and education bills introduced
Summary
On Jan. 28, 2025, the Idaho Senate recorded committee reports, referred Senate Bill 1027 to state affairs, reported Senate Bill 1019 to the second-reading calendar, and placed six new Senate bills (1028–1033) on first reading; House Bill 35 and House Joint Memorial 1 were referred to state affairs.
The Idaho Senate on Jan. 28, 2025, advanced routine legislative business by recording committee reports, referring bills to committees and placing several measures on the first-reading calendar.
The secretary read a Judiciary and Rules Committee report that Senate Bill 1027 had been correctly printed; the senate referred SB 1027 to the State Affairs Committee for further consideration. The Judiciary and Rules Committee also reported Senate Bill 1019 and recommended it "do pass"; SB 1019 was placed on the second-reading calendar.
On first reading the chamber received six new Senate bills from committee: Senate Bill 1028 (judicial districts; revise number of judges in the 1st judicial district), Senate Bill 1029 (judicial districts; revise number of judges in the 7th judicial district), Senate Bill 1030 (attorneys and counselors at law; revise Idaho State Bar license fees), Senate Bill 1031 (public health districts; revise powers and duties of district health boards), Senate Bill 1032 (education; define terms and establish provisions regarding distraction-free learning) and Senate Bill 1033 (agricultural nuisance actions; provide for attorneys' fees and penalties for meritless complaints). The secretary noted the bills will be referred for printing and committee assignment as required by senate rules.
From the House of Representatives, Chief Clerk McGinnis transmitted House Bill 35 and House Joint Memorial 1; the senate referred both measures to the State Affairs Committee. Separately, House Bill 14 was placed on the third-reading calendar.
Senators voted by unanimous consent to read bills by number, author and title only; no substantive floor debate on the measures was recorded at the Jan. 28 session. The senate also used unanimous-consent motions to advance among orders of business and to move specific gubernatorial appointments to immediate consideration.
The secretary recorded the referrals and ordered that printing and journal filing proceed under standard procedure.
