House approves exemption for private accredited postsecondary schools from outfitters-and-guides licensing

Supporters said the bill applies existing practice to private accredited institutions so students can continue curricular outdoor activities without a separate license. Representative, District 34, the bill uthor, told the House the measure "makes a simple change to an exemption that's provided under the outfitters and guides licensing board" and said the change would create parity between public and private accredited postsecondary schools.
The bill's sponsor said the committee record and consultations showed no complaints from public institutions about permitted student activities on state and federal lands and that Fish and Game regional offices described those student groups as well behaved. "There have been no complaints on file with anyone that has been affiliated with the state public institutions and their activities on public lands," the sponsor said.
Opponents pointed to concerns raised by individuals representing outfitters and guides. Representative, District 2, said she had spoken with about 22 outfitters and guides who opposed the measure and said she could not "in good conscience vote in favor of this without knowing who's making decisions on all of their behalf." The sponsor replied that at the committee hearing only one person testified and that the committee issued a unanimous "do pass" recommendation.
After debate closed, the clerk recorded the vote: 59 ayes, 10 nays, 1 absent and excused. The House approved the bill's title and will transmit House Bill 15 to the Senate.
The measure, as discussed on the floor, removes the licensing requirement only for accredited private postsecondary institutions and does not change permitting or conduct rules for activities on state or federal lands.
