Alderman Ryan presented Board Bill 122, a proposed revision to the city code requiring all city boards and commissions to develop and adopt operating rules, with Robert’s Rules of Order serving as the default where a board or commission does not adopt its own rules. The bill also directs training for boards and commissions on procedural rules and Sunshine Law compliance.
“...this is an update to the revised code of the city to require all city boards and commissions to develop and adopt rules ... and then, this also provides training to be offered to boards and commissions to ensure the familiarity with their rules, with Sunshine Law and with Robert's Rules,” Alderman Ryan said. He said the examples in the bill respond to recurring issues raised in prior board or commission business.
Aldermen expressed general support; Alderman Velasquez asked for lighthearted clarification about who would draft rules in the event of emergencies, and Alderman Aldridge asked to be added as a cosponsor. The committee passed Board Bill 122 to the full board by previous roll, with no recorded objection during the meeting’s “previous roll” procedure.
The committee’s action will send the ordinance to the full Board of Aldermen with a do-pass recommendation.
