Council approves fee increases for parks, library and Navasota Center with edits

The Navasota City Council approved Ordinance 1065-25, amending Appendix A of the Code of Ordinances with adjusted fees for parks and recreation, the public library and the Navasota Center, with staff-directed corrections and clarifications.
Tiffany Byers, Community Services Director, said the proposed fee changes respond to rising staffing and maintenance costs and in some cases bring city rates into line with industry standards. Council members questioned several details: the difference in resident and nonprofit rates on particular line items, how the city will determine resident status, how league or season rentals are handled, whether lifeguards are included in pool fees and who enforces permit conflicts in parks.
Byers told the council resident status will be determined by address using the registration software’s geofence; residents are defined as those in the city limits and the city’s extraterritorial jurisdiction. Byers confirmed lifeguards are included in the pool price and that extra attendant fees would be added for events that extend past regular hours. She also said long-term arrangements with recurring organizations currently are handled by deposit/ monthly payment agreements rather than a fixed discount.
Council members asked staff to correct errors in the draft fee schedule where a nonprofit rate was listed higher than a comparable resident rate; staff agreed to flip those fees. Council requested that the fee ordinance reference existing rental agreements for league season definitions and add a notation about attendant/after-hours fees. A council member asked parks staff to include facility usage counts in weekly reports; staff agreed to begin doing so.
Motion and vote: Motion by Mr. Harris, second by Mr. Gessner, to approve Ordinance 1065-25 “with the necessary changes” carried on a voice vote with no recorded opposition. The ordinance will update fee schedules and direct staff to make the clarifications discussed at the meeting.
