House adopts limited remote voting for committees through 2025

Representative Bartholomew, speaking for the Committee on Rules, said House Resolution 5 would allow limited remote committee voting and asked the House to adopt the resolution.
The resolution allows each member of a House committee to cast a recorded vote remotely for not more than three committee days through the remainder of calendar year 2025, provided the member notifies the committee chair and clerk that they are exercising remote voting authority and that the remote vote shall count toward a quorum. The committee clerk must record each remote vote and deduct a day from the member's three-day allotment. The Rules Committee reported a committee vote of 7 in favor.
Representative Bartholomew told members, "This resolution is based on a similar house resolution from last biennium, HR 13." The sponsor said the measure is intended to provide limited flexibility for committee participation; the transcript records no roll-call tally of the floor vote.
On a voice vote the ayes prevailed and the resolution was adopted. The transcript records the Chair's announcement that the resolution is adopted and that it is effective through the remainder of calendar year 2025.
As a procedural note later in the session, a motion to adjourn until Tuesday, Feb. 4, 2025, at 10 a.m. was made, seconded and agreed to by voice vote.
