The Alcohol Beverage Board of St. Mary’s County on Feb. 14 approved multiple license transfers, trade-name changes and conditional applications for new or transferred alcohol licenses.
Nut graf: The board approved routine transfers of existing licenses, granted conditional approvals (time-limited) for new operations to complete inspections and build-out, and approved trade-name changes for existing licensees. Several approvals were conditional on inspections, TAM certification and meeting agency requirements.
Key approvals and conditions:
- Anderson’s Bar: The board approved the transfer of the Class B (beer, wine and liquor) license to Anderson’s Bar LLC; the applicant told the board the move was from sole proprietorship to LLC and that nothing else about operations would change.
- Kopsey’s Seafood: The transfer of a Class B restaurant beer, wine and liquor license to the new entity ADF North LLC (new operators Lois and Richard Dorkerton) was approved; board noted TAM certification would be completed by the applicants as scheduled.
- California Wine & Spirits (conditional approval): The board granted conditional approval to Michael E. Hymer to purchase a Class A1 beer, wine and liquor license for a packaged-goods store to trade as California Wine & Spirits LLC at a new retail center on Camden Way. The board set a 180-day condition for the license to be put in use and required final agency approvals (zoning, health, occupancy, fire) prior to full activation.
- Nightlife (Class D) and other conditional applications: The board granted a 60-day conditional approval for Nightlife (new Class D license) and included service authorization for an on-site ball field during game hours (one hour before, during, one hour after games). The board also approved conditional licenses for Duda Deli (Class B on-off), Saint Indigo's Mini Mart (Class A1) and others, contingent on final inspections and required permits.
- County Seat and other on-premise changes: The board approved County Seat’s application for a Class B restaurant license and a small sidewalk seating/sidewalk-premises extension (three tables, two seats each) for on-premise consumption.
Administrative conditions: For most conditional approvals the board required TAM certification for responsible managers, submission of occupancy and health approvals, and completion of tenant fit-out by specified time limits (typically 60–180 days depending on the case).
Ending: The board recorded expected follow-up: applicants must deliver agency approvals and meet the time-limited conditions or return to the board for extensions; the board reiterated that conditional approvals are not final until all county agency sign-offs are obtained.
