Council approves heat‑safety subcommittee; one proposed subcommittee withdrawn and several future agenda requests filed

At the Committee of the Whole portion of the work study session councilmembers handled several procedural items related to new subcommittee proposals and future agenda requests.
Council Member Keating asked to continue discussion on a proposed subcommittee to explore college degree requirements for city jobs (agenda item 5A1). Keating withdrew the proposal, saying the item would be requested for a future agenda. "Then I would like to withdraw item 5A1, please," Keating said. City staff confirmed withdrawal was acceptable as a procedural action.
The council then discussed a proposed subcommittee to examine heat‑safety protections for Tempe employees and contract workers (agenda item 5A2). Council Member Pieting introduced the item and described rising extreme heat days and local examples of other jurisdictions offering protections for construction crews. Pieting said councilmembers Amberg and Hodge agreed to join the subcommittee. The council indicated general support and staff agreed to proceed: "Are there any comments or questions on this proposed item? And if not, is everyone okay with moving forward with that? Okay, sounds good," the mayor said.
Councilmembers also used the future agenda items portion to request several updates. Council Member Keating requested an update on the Tempe Works program, with the City Manager agreeing to bring it forward. Council Member Hodge asked for an update on park rangers and their work in city parks; the City Manager agreed. Council Member Lambs said she and other members are developing a North Tempe development plan for the north side of the lake and requested it be tracked with the subcommittee process; staff said that would be covered as a subcommittee update.
City staff referenced City Council Rule 7, subsection 2(b), and open‑meeting law constraints when explaining subcommittee procedures at the work study session. The items discussed in this portion were procedural; there were no roll‑call votes recorded on the floor during the session.
