Council authorizes design work for Lost Lake Commons Phase 2 with $850,000 preliminary budget

The Mound City Council on Jan. 28 authorized staff to prepare plans and specifications and order advertisement for bids for Lost Lake Commons Improvements Phase 2, the next stage of the park redevelopment previously called the Harbor District Park.
Brian Simmons, senior city engineer, told the council the project is in the capital improvement plan and the long-term financial plan; the preliminary budget shown in the packet is $850,000. “We are asking for permission to prepare plans and specs, which is the first step in moving towards bidding and awarding something,” Simmons said. He listed core features for Phase 2: plaza concrete paving, lighting, seating, a fire pit area, hammock posts and tie-ins to the promenade constructed in Phase 1.
Council members and staff discussed details that will need to be resolved during design: whether fire pits will use gas or wood, who will control ignition and schedules, how to address safety and maintenance, memorial pavers that may not be reusable and options to honor donors with a consolidated plaque, and coordination with the farmers market for staging, power receptacles and seasonal impacts.
Simmons and staff said public engagement with parks and the arts community will continue during design to finalize materials, seating, art installations and tree/landscape plans. He told the council that bidding most items together is the expected approach but the design phase will determine if any elements should be bid separately.
Timelines discussed included design and an April or May schedule to prepare construction estimates; some features could be completed by late year with turf and final plantings established in spring. Council members raised operational questions about maintenance, timers/locks for any gas fire features, camera installation for security, and how contractors will stage work without disrupting the farmers market.
The council passed the resolution authorizing plans and specs and advertisement for bids.
Why it matters: Phase 2 is the primary build-out step that will create a multiuse plaza and amenities intended to host events, provide green-space seating and tie into the citys farmers market and programming.
Next steps: Staff will complete detailed design, return with a construction estimate, coordinate public input with the parks commission and prepare the bid package.
