Senate approves journal, accepts House invitation and hears committee reports on SB1 and SB15

The State Senate convened with a quorum present and approved routine procedural business before accepting the House’s invitation to a joint session for the judiciary’s annual address and hearing committee reports on two bills.
The secretary reported the roll and a quorum; the clerk said 16 members were present. The Senate certified the journal for the seventh legislative day and approved the journal by unanimous consent after a senator moved that the journals be approved as certified by the senate secretary.
The chamber accepted the House’s written invitation to meet in joint session on Wednesday, Feb. 12, at 11 a.m. in the House chamber for Chief Justice Susan Carney’s annual state of the judiciary address. The invitation was moved by the majority leader and approved with no objection.
Senator Giesel moved that Senator Olson be excused through Jan. 31 and not be subject to a call of the Senate; the motion was recorded as having an objection but was entered as ordered. The Senate also stood in recess to proceed to the House chamber for the governor’s state of the state address and later adjourned until 11 a.m. Wednesday, Jan. 29, 2025.
On committee business, the Judiciary Committee reported on Senate Bill 1 (Civil Legal Services Fund). The committee’s report indicated a new fiscal note and a signing of “do pass”; Senators Tobin, Stevens and Kiel were listed as signing with no recommendation, Senator Myers was noted in the report, and the bill was referred to the Finance Committee for further consideration.
The Labor and Commerce Committee reported on Senate Bill 15 (Alcohol Sale Warning Signs). The report recorded a new fiscal note of $0, a “do pass” signing, and listed Senator Bjorkman as chair with Senators Merrick, Gray-Jackson and Yunt signing. The committee report said SB 15 had no further referral and was placed in the Rules Committee.
The session included routine announcements and communications filed by the secretary, among them reports from the Department of Natural Resources, the University of Alaska Fairbanks Kodiak Seafood and Marine Science Center, and a notice of availability from the Alaska Court System for fiscal year 2024 statistical data, each identified in the secretary’s communications listing by statutory citations.
