Alaska Power Association briefs House Energy Committee on utility types, renewables and rural challenges

Michael Rovito, deputy director of the Alaska Power Association, told the Alaska House Energy Committee on Jan. 30 that Alaska's electric utilities are unusually diverse and largely not-for-profit, and that those structural differences shape decisions about generation, reliability and customer costs.
Rovito said "more than 90% of Alaskans receive their power from a not-for-profit cooperative, municipal utility or tribally owned utility," and he described how that ownership structure affects planning and rates. He told the committee Alaska has many isolated, "islanded" systems and two isolated transmission systems: Southeast Alaska and the rail belt. "If you have a problem at your utility, you have neighbors that can help you," he said, "most of Alaska does not have that luxury."

He highlighted battery energy storage systems and longer-duration storage as technologies the industry is watching.
- Rural utility challenges: Rovito said Alaska's rural utilities face higher fuel and transport costs, severe weather barriers to resupply, lack of interconnection to larger regional grids, and small ratepayer bases that limit the ability to spread fixed costs. He described the Power Cost Equalization (PCE) program as "the monetary infrastructure for rural Alaska" and urged continuing the PCE endowment and full funding of the PCE program.
- State renewable program and funding: Rovito urged continued support for the Renewable Energy Fund (administered by the Alaska Energy Authority). He said Round 17 of the fund was due the day of the hearing and that APA supports full funding; he told the committee the current funding request for the listed projects was about $21,200,000.
- Federal grant uncertainty: Multiple committee members asked about federal grant programs (IIJA/"Bipartisan Infrastructure Law" and the Inflation Reduction Act). Rovito said APA is "absolutely tracking" federal developments and working with the state delegation. He told the committee an Office of Management and Budget (OMB) memo and an executive order briefly paused some federal IIJA/IRA grant activity, creating timing risks for projects that must sign construction contracts to use awarded funds.
- Emerging technologies: Rovito discussed interest among utilities in new technologies, including micro-reactors (small modular nuclear) and geothermal, but he declined to predict timelines for deployment. On microreactors, he said members are "hopeful" but typically prefer not to be earliest adopters until costs and performance are proven elsewhere.
Committee questions and follow-up
Representatives pressed on the impacts of federal funding pauses, how quickly new technologies might appear in Alaska, and whether decarbonization goals are motivating utilities. Rovito said some cooperatives have adopted board-level carbon-reduction goals, but APA does not take a statewide position on a renewable portfolio standard without seeing specific legislation. He repeatedly asked legislators to consult the utilities when crafting bills to avoid unintended operational consequences.
