CPPA extends rulemaking comment period to Feb. 19, meets in closed session on appointments and litigation

The California Privacy Protection Agency Board on Jan. 27, 2025, extended the formal public comment period for its current proposed rulemaking package from Jan. 14 to Feb. 19 and added a second public hearing on Feb. 19, Chairperson Jennifer Urban said.

The extension and additional hearing were announced at the start of the board’s meeting in San Francisco. "We have extended the formal comment period for our current proposed rulemaking package from Jan. 14 to Feb. 19," Urban said, and added that "this second meeting will be on Wednesday, Feb. 19, which is the same day that public comment closes." She said attendees may participate in person in Sacramento or remotely via Zoom and pointed listeners to the agency website, cppa.ca.gov, for meeting information and the draft regulation package.

The board opened the public session under the Bagley-Keene Open Meeting Act and then moved two items into closed session. Urban said the board would meet in closed session to discuss personnel appointments and to receive legal advice about litigation. She identified the closed-session authorities as California Government Code section 11126(a)(1) for the executive appointments and Government Code section 11126(e)(1) and (2)(A) for litigation matters. Urban said she expected the closed session to last most of the day, and that the public meeting would remain open only to return for adjournment after the closed session.

Tamara Colson served as the meeting counsel for the session, and Tiffany Garcia was identified as the interim executive director. The chair also thanked Robert Stanford and the conference services team for organizing the meeting infrastructure and welcomed remote participants.

When the board returned to open session solely to adjourn, members approved a motion to adjourn on a 5-0 roll-call vote. Board members voting "aye" were Board Member Lay, Board Member Liebert, Board Member McTaggart, Chairperson Jennifer Urban and Board Member Worth. Megan White conducted the roll call. The board recorded the vote as 5 to 0 and adjourned.
