Staff said the current budgets as uploaded to the state gateway are generally fundable but that the county is planning to use roughly $2.2 million in reserves to balance the budget as presented; if a three-year levy appeal is not approved, that figure could rise to about $3 million. Staff also said the county has received a DLGM determination that has been incorporated in the gateway numbers but that the county does not yet have absolute certainty about the levy-appeal outcome.
The discussion included cautionary comments that the county’s heavy reliance on property-tax revenue leaves it vulnerable to state-level changes. One participant said the county likely would not see the full effect immediately, but that a proposed property-tax change under consideration at the state legislature could create “a drastic shift” with larger impacts in the second and third years after a change is implemented, potentially requiring larger draws on reserves or spending cuts.
Staff noted that some fund lines, such as food and beverage, are showing shortfalls going into the next budget year and that accounting changes or a later formal vote on adjustments could change the snapshot presented now. Multiple speakers said they expect final numbers to align with what is uploaded to the gateway once remaining, pending internal votes are completed.
No formal county action was taken on the general fund at this meeting; staff presented the summary and commissioners discussed next steps and the need to prepare for possible state-driven revenue shifts.
