Sandusky Land Bank committee recommends city acquire two vacant lots for housing redevelopment

The Sandusky Land Bank Committee on Jan. 30 voted unanimously to recommend that the city acquire two vacant parcels from the Erie County Land Reutilization Corporation for residential redevelopment through the Welcome Home Ohio program.
Committee members approved a motion to recommend the acquisitions by a 4-0 roll call vote with one member absent. The recommendation will be forwarded to the Sandusky City Commission for final action at its first February meeting.
The parcels are 310 High Street (parcel number 580-1962.00) and 1228 Seavers Way (parcel number 58-02446.000). Committee discussion and staff remarks described 310 High Street as a vacant residential lot about 33 by 119 feet, zoned for two-family residential use. Erie County Land Reutilization Corporation purchased that property in 2019 after the property owner was ordered to demolish a structure; the county completed demolition in 2019 and has maintained the property since, the committee was told. The parcel sits next to another city-owned vacant lot that is already in the land bank.
1228 Seavers Way was described as a vacant single-family lot about 40 by 139 feet; the speaker said the parcel was donated to the county land bank in 2015, that the structure was condemned and demolished in 2016, and that the county has maintained the parcel since then. Staff noted the Seavers Way parcel lies within the city’s South Side neighborhood plan area, where new residential development is expected.
City staff told the committee both parcels would be marketed for redevelopment if the city acquires them and that there would be no immediate city budget impact from acquisition; taxing districts would begin collecting property taxes again once the parcels are sold and reactivated. Staff also said the parcels are being considered for development through Welcome Home Ohio, a program the committee cited as the intended redevelopment pathway. A city staff member thanked Erie County Land Reutilization Corporation staff, including Caleb Stidham, and noted conversations with Commissioner Shenigo in advancing the transfers.
Committee discussion touched on lot width and buildability on High Street and the possibility of combining adjacent lots if necessary to meet development needs. Committee members and staff emphasized marketing both lots together for redevelopment under the same program. No amendments or conditions to the recommendation were recorded during the meeting.
The committee approved the recommendation by roll call: Jared Oliver — yes; Colleen Gilson — yes; Steve Pajali — yes; John Orszak — yes. Stuart Hastings was listed as absent. The committee also approved minutes from the Nov. 18, 2024 meeting earlier in the session.
If the City Commission accepts the recommendation at its first February meeting, staff indicated the city will proceed to market the parcels for residential redevelopment under Welcome Home Ohio and seek to reactivate the parcels so taxing districts resume collections.
