Staff updates: 3 Notch Trail phase 6 design, Charlotte Hall fields bidding, Lancaster and Leonardtown park plans

A county recreation staff member provided a multi-item capital-project update at the Dec. 17 advisory board meeting.
For 3 Notch Trail phase 6, staff said the engineering firm A. Morton Thomas is developing the 90 percent design and cost estimate; staff are reviewing the estimate to identify potential cost savings before a final review with the Maryland State Highway Administration scheduled in early 2013. Phase 6 runs from Maryland Route 236 to south of Maryland Route 5 and into the village of Mechanicsville, according to the briefing.
Charlotte Hall athletic fields — a project to build three multipurpose fields behind Lundy Dent School at 5th District Park — went back out to bid and procurement opened bids late in the day; staff indicated procurement was finalizing steps and a contractor selection was expected in the near term. The project has been rebid after an earlier attempt.
Lancaster Park’s Civil War Memorial interpretive center was described as moving toward a state-level administrative step: staff said the Board of Public Works in Annapolis had a hearing scheduled for Dec. 19 on a bond-bill agreement that, if signed, would allow reimbursement through that bond-bill process. The proposal is to renovate a former house into an interpretive center and meeting room with possible restrooms and storage, and the scope was described as substantially complete pending approvals.
Leonardtown Park design and engineering contracts are out to bid and expected to be awarded soon; staff said the park concept includes three multipurpose fields, two baseball fields, trails, a dog park, a playground and a restroom building, and that the department intends to coordinate with the local school and town. Construction for Leonardtown Park and Lancaster Park was discussed on a multi-year timeline, with staff indicating potential construction in fiscal years 2015–16 for larger items and the possibility that Lancaster could move forward earlier.
Staff said there were award letters for some of the phase-6 trail funding sources and that agreements were being finalized. No formal board votes were recorded on these capital items during the meeting; staff asked the board to note ongoing processes and timelines.
